PCRF and Palestinian Ministry of Health in Ramallah Sign Six Memoranda of Understanding to Strengthen Health Services in Six Government Hospitals

Ramallah — August 10, 2026: The Palestine Children’s Relief Fund (PCRF) and the Palestinian Ministry of Health have signed six Memoranda of Understanding (MOUs) with a total value of more than US$2.3 million, aimed at implementing a series of specialised projects to develop healthcare infrastructure, equipment, and services across six government hospitals in the West Bank.

The MOUs were signed by Palestinian Minister of Health Dr Majed Abu Ramadan and PCRF Chief Executive Officer Lubna Mousa on Monday at the Minister’s office in Ramallah, in the presence of representatives from both PCRF and the Ministry of Health.

The signing comes at a particularly challenging time for the Palestinian health sector. Through these projects, PCRF is supporting efforts to strengthen the resilience of the Palestinian healthcare system and advance people’s right to access safe, high-quality healthcare.

The six projects include specialised healthcare interventions at Beit Jala Governmental Hospital, Jenin Governmental Hospital, Qalqilya Governmental Hospital, Salfit Governmental Hospital, Tubas Governmental Hospital, and Dr Kamal Psychiatric Hospital in Bethlehem.

The projects respond to identified needs within each hospital. At Tubas Governmental Hospital, PCRF will support the development of the hospital’s stone fragmentation unit by providing a ureteroscopy system, a laser lithotripsy unit, and logistical equipment for an operating room, in addition to training healthcare staff on the use of the equipment.

At Beit Jala Governmental Hospital’s Huda Al-Masri Centre for Cancer Care, PCRF will support an updated project agreement covering the establishment of a paediatric intensive care unit and an outpatient oncology clinic. This includes providing medical equipment for the intensive care unit and rehabilitating the histopathology laboratory, strengthening paediatric cancer treatment and critical care services.

At Jenin Governmental Hospital, the agreement includes renovating the delivery room, establishing a dedicated operating room for childbirth, and improving facilities for medical and nursing staff.

At Dr Kamal Psychiatric Hospital in Bethlehem, the agreement includes establishing a therapeutic and sensory garden for children, providing a safe and inclusive space that supports patients’ psychological and physical recovery, occupational therapy, and social integration, as well as supporting their families.

At Qalqilya Governmental Hospital, PCRF will support the equipping of the chemotherapy department with medical equipment and furniture, including treatment stations, infusion pumps, patient support and emergency equipment, and pharmacy equipment. The project also includes training healthcare staff on the safe use of the equipment and the administration of chemotherapy.

At Salfit Governmental Hospital, the project will support the rehabilitation and expansion of the neonatal care unit and laboratory through the renovation and equipping of the neonatal care unit, as well as the establishment and equipping of the hospital laboratory.

The projects were identified and prioritised through formal coordination with the Ministry of Health and assessments of hospital needs, technical feasibility, and health impact, which extends beyond their financial value. Each of these projects is intended to improve the care environment, strengthen specialised healthcare services, reduce the need to refer patients elsewhere for treatment, and enhance the capacity of government hospitals to provide safer, higher-quality healthcare closer to where people live.

For PCRF, these agreements build on a longstanding strategic partnership with the Palestinian Ministry of Health. For decades, PCRF has supported the development of the Palestinian healthcare system through infrastructure rehabilitation, the provision of medical equipment, the development of specialised medical services, and capacity-building for healthcare professionals.

The signing ceremony was attended by PCRF’s programme development representatives and representatives from the Ministry of Health, including Director General of Hospitals Dr Mustafa Al-Qawasmi; the directors of the six hospitals; Head of the International Cooperation Unit Dr Maria Al-Aqra’; Head of the Legal Affairs Unit Arwa Al-Tamimi; Head of the Public Relations and Media Unit Anas Al-Deek; Director of Administrative and Financial Affairs for Hospitals Raafat Abdullah; and Engineer Thaer Balila, Director of the Hospitals Engineering and Maintenance Department.
