PCRF Humanitarian Aid Update – June 2025
Standing with Children, No Matter the Barriers
As humanitarian needs grow across Gaza and the West Bank, we remain dedicated in our mission to support children and families through every stage of this crisis. This update is part of our ongoing effort to keep our community informed with honesty, clarity, and compassion.
Navigating Access Challenges in Gaza
The humanitarian situation in Gaza continues to deteriorate, while access for reputable humanitarian organizations remains virtually shut down. Despite the immense needs on the ground, severe barriers persist:
- Trusted NGOs like PCRF are currently unable to deliver aid, even with decades of proven experience in safe, effective, and community-driven relief.
- New and Inexperienced actors, such as the Gaza Humanitarian Foundation, have been allowed to operate despite engaging in harmful distribution practices that endanger lives and erode humanitarian standards.
We have chosen not to align with emerging aid networks that raise serious concerns around neutrality, safety, and local accountability. Instead, we continue to uphold our longstanding model of principled humanitarian action and maintaining a strong field presence where it is safe and feasible to do so.
In parallel, new registration expectations for INGOs are being introduced in order to access Gaza. While we are not currently registered under the new INGO framework, PCRF remains active and focused. As the situation continues to evolve, PCRF remains firmly committed to preserving the core humanitarian principles of neutrality, independence, and the urgent delivery of life-saving aid to children and families in need.
Our approach prioritizes the safety and dignity of our staff and those we serve, while ensuring that aid is delivered in accordance with international humanitarian standards. We remain committed to strategically mobilizing aid for deployment and scaling our operations the moment secure, ethical access becomes possible.
In the West Bank: Responding Under Pressure
While the eyes of the world remain on Gaza, the West Bank is facing its own escalating emergency. In recent weeks, we’ve seen:
- Increased settler violence targeting civilians
- Extreme movement restrictions and economic hardship affecting families’ ability to access healthcare for their children
- Deepening trauma among children and families
Through our dedicated field teams and local partners, PCRF is:
- Delivering food, hygiene kits, and medical supplies to families in need
- Reaching isolated communities where services and basic needs are out of reach
- Providing medical support for children suffering from medical conditions, displacement, and loss

We often hear the question: “If access to Gaza is blocked, why should we continue giving?”
Our answer is simple: Because readiness saves lives.

- Pre-position vital aid so we can respond immediately once access opens
- Continue life-saving work in both Gaza and the West Bank, where our teams are actively responding to growing needs through many of our other active programs.
- Evacuate and treat injured children from Gaza through our Treatment Abroad Program
- Sustain long-term crisis operations, staff, and systems so that we can continue our vital work during this catastrophe.
This work is not only about reacting, it’s about sustaining support, preparing for the moment when help is possible, and making sure we’re well positioned for the next phases of relief.
